I always thought this quote was pretty thoughtful. The people making laws are just people, after all. What is so ridiculous about regular people that live in the real world making laws? We take them as basic truth when they were just made up by someone.
It also resonated more when I had just spent the last couple dozen hours breaking laws in this same way. It made me question the reason I played the game like I did. It almost sounded like a challenge to the player rather than the character.

Maybe I'm looking too far into it, but that game was really good all-around so I wouldn't be surprised.
