Have one random person from an anime or manga (like Gaara from Naruto) who LOVES killing people. A bloodthirsty person who volunteers. Make them from one of the districts where people are trained for the games. Make them the only person with unnatural abilities (like the people from Naruto or magician of something) and have them torture people!
