Then send secret invitations by private messages to people you trust and / or people who are fans of the anime Durarara. This would be to avoid inviting people with bad intentions as much as possible.
But don't give password.
They will have to find it by themselves, it could be exciting for them and if it's not, it would mean that those people wouldn't be as interested by Dollars.

'' Do you want to join the Dollars ?
Yes/No ''

If they say Yes I send them the link to the bbs site and they have to find the password by themselves if they don't already know it, because it's not difficult to find it on internet.
But if they say No, I just wish them a good day or to take care, I don't force them.
It's perfectly normal if some persons are not interested in joining the Dollars. The job is just to send invitations like Mikado or Izaya did in the anime.
