Fuck it, weighing in on this because it's playing non-stop at university.
I actually bothered asking the Koreans who were playing it non-stop about the song, and this is what I got out of them:
1) It's Oppan Gangnam Style. Oppa Gangnam Style is a sentence fragment that translates to "Big Brother Gangnam Style". The n on the end is a contraction that adds the topic particle "is" in to make "Big Brother is Gangnam Style".
2) The song is a huge send-up of the hipster douchebags who live in the Gangnam district. Think of the Gangnam district as the equivalent of the USA's Beverly Hills if you need to. Now, PSY is dancing around saying that he's a hipster douchebag while doing and looking the complete opposite of said hipster douchebags. Also, he apparently tried to act as uncool as possible for the entire video (and by Gangnam standards, he apparently succeeded).

My school used this song for the announcements we do in the mornings... They had a dude going around the school in it, dancing and lip sinking to Oppa Gangnam Style or w/e. For a canned food drive... I was like "Wtf...?" And once I saw PSY, I didn't like the song anymore. I'll have to look him up. But he's no where near G-Dragon. Gotta love GD. >.>
