Does Story Telling have to follow Plot Line? (1)

I've been thinking about this idea alot recently. So here me out.. Gainex produced a show in 2000 called Fooly Cooly. 1 season 6 episodes 25 minutes each. On my first watch through of it (in ran on Adult swim before they brough back toonami) I thought it was simply entirely Random actions for insanities sake. But since then I rewatched it a few times. And I noticed something their are things that tie each action together and actual story that isnt obvious. Then it hit the reason why it seemed so random was because the story in this case WASN'T happening to the main character (Naota) but rather happening around him. I've never encountered anylike this before or since. Rather then having a plot line that follows the whole Conflict, Rising action etc. This Series managed have a sort of Adjacent story. a story that starts with the maincharacter (and audience focus) but then moves away entirely while the veiwer is still left following the main character not the story. But at a point the plot slowly starts to lean back to the main character. It just seems amazing to me. Thoughts? Are their any other series that do something similar, or Maybe you have a better name for this than "adjacent story telling" Hope to hear from you soon~
