The art style was western-born - that is, all the keyframes are drawn by the original artist. What the animation studio does is provide the in-betweens, stringing the keyframes together in fluid animation. It's their job, essentially, to manipulate the already-drawn images for each individual frame.
But they don't manage the style. It's likely that the same animation company handles a lot of other animations, of differing origin.

-Honoka's fight with the armored ants from The Third: The Girl with the Blue Eye, in the episode where the queen ant lands on Bogie.
