A quick search on google for Dollars, comes with the result www.dollars-bbs.org which of course requires a password. However the result underneath that is the link to the chatrooms section: www.dollars-bbs.org/chat.html. From there you can navigate onto the Main section.

The administrator disabled the password on purpose and has yet to reactivate it. As it stands, it looks like it won't happen.

The password is not a security, but just some kind of folklore. (You find it easilly in the anime and on the web).
The admin permanently disabled the algorithm that checks if you're logged in because it was useless and consumed processor time.
