Were these links a thing back when Durarara aired? (2)

In Season 2 part 2 episode 7, ftp links such as https://i.imgur.com/7uWVkKN.png can be seen.
They don't work nowadays but I wonder if they used to.

I do not believe 'ikb' was ever a top-level domain but I could be wrong.
