Well the thing is net neutrality laws are actually pretty new, and more than likely the internet will either continue to be the way it is now or it will go back to how it was before 2015 when Obama pushed net neutrality protections. Aka, the average user isn't going to see a whole lot of change. People are seeming to misunderstand how it works. It's not that you yourself will have to pay more for web usage, but that high traffic websites such as Youtube, Facebook, and Netflix will have to pay more for their content to continue being delivered since they use more bandwidth than say, the dollars website. On those services you may see more ads or in the case of Netflix the price may go up a bit (not likely though) because they'll have to pay internet service providers (ISPs) more, but low traffic websites probably won't be changing at all. Besides that, the dollars are international, so the only way this would really be effected is if the main admin is in fact based in America, which I can't confirm or deny. If they are they could (theoretically) need to pay more to keep up access to the site, but I doubt it.

And besides that, the FCC, the very people who are supposed to be enforcing these laws to begin with don't have a lot of authority to enforce net neutrality law, especially concerning service providers and private websites
