There’s this dress up/character creation app that I have, and I want to use some of the characters I created in a video. Am I able to do this? And do I have to say what app I used if I am able to do this?

Should be fine if Japan can make an anime taking the piss out of Donald trump as a five year old I doubt you have to worry maybe credit the app you used to make them to give the creatos some credit but otherwise should be fine.

If that app has a help function or a webpage, look there. Apps like that often allow publishing the results, but not always. Crediting the app is generally a nice idea.
