(2)Send them a text with a link to your own website, hoping they will click it, and analyse the IP or the visitors.
That's IMO all you can do. Call the police if it's a genuine emergency.
Also, please consider that a lot of mobile phones can share the same public IP address on mobile networks, so the IP only won't be helpful.
(And why do you need the IP address, anyway ?)
