>>1As long as you're sticking to internet browsing and watching anime (presumably off of streaming or an external HDD), the Raspberry Pi 3 can perform to your needs. The Raspberry Pi (Model B) has a built in WiFi card, so there's no need for an extra peripheral.
That being said, a few things to note:
-Expect it to only be able to play retro games (if you're looking to also play games on it)
-Raspbian (default OS with NOOBS) is a linux-based system, so I'd recommend learning a little about linux beforehand, since it's not quite like Windows or Mac architecture.
That being said, it's a very semi-portable and cost-efficient system. As long as you're using it for simple tasks like internet browsing and watching anime, it should suffice no problem. I'm using one myself, and was surprised at how much the little computer could do.
