Anyone here comfortable with web development interested in helping out with something? There are a lot of issues I'd like to work out from a conceptual standpoint as well but, for now it'd be helpful if there were developers.

I'd look into codeacademy (its free and just look at the web dev parts) or maybe at mozilla (https://developer.mozilla.org/en-US/Learn). There are tons of sites out there and its pretty easy once you understand whats going on.
