Questioning Torrent in Germany (Deutschland) (3)

I will live in germany in the next early year. I usually use torrent for downloading anime and several software. I heard from my course teacher, that torrent is illegal in germany, you can get a high, very high bill for your internet provider. But I google it and i found, if you download anime, it will be okay. instead, you cant torrent americans film.

My questions are:
-Is that true, downloading anime is save? (my source torrent are horriblesubs, utw, coalgirls, deadfish, FFF)
-which things are really you should not torrent in germany?
-if any1 know, how do they(internet provider) track the torrenting usage?
-which internet provider is good in germany? (i think i will live in a small town)

Don't download any movies before they come out on DVD. Some TV shows you can get away with (I got busted for downloading Game of Thrones at one point). Not sure when it comes to anime though. But I did torrenting when I was in Germany and I had no problem.

I use Kickass mainly and I haven't had any problem with downloading, unless it's something I can't find.
