Maybe all the tech experts here should think about an dollar app.
I made a rough diagram about it's function... (i'm no expert)
It will work without the help of internet, using the mobile's wifi range. just like the mass data transfer apps like xender or shareit. If there is a dollars member nearby with his wifi on too, you can see him through the app. And if you need help with something, you can send signals to them and ask them about your need.
i hope something like this becomes a real thing :p

I like the concept but we already have apps. Try n get in touch with them to see if it would be possible in implementing that into the app.
