Windows 10 / Laptop Issue (3)

Normally I'm able to troubleshoot things myself but this time I think I seriously fucked up somewhere. Of course I know I did.

Alright, so after a week of running Windows 10 (I upgraded because I wanted to test drive it), I decided I liked it so I went to reformat my Laptop about two days ago..by my luck it froze at 99% - gave it about 3 hours to see if it would just continue or stay stuck...it stayed stuck..

So like any other person, (like a dumbass that I am). I restarted it and caused myself to enter this infinite loop of

"Your PC restarted unexepectedly, press OK to restart and continue the installation." so I did that and yeah infinite loop. Then I figured ok why not go to the Registry and edit the Setup exe located in HKEY Local Machine System Setup...changed the value from 1 to 3 since that used to work on Windows 7.


Did that, it brought the installtion scren back up BUT it just shows 64% for one second, then restarts...and repeats.

Tried bringing up the CMD again to change the value back but there's not even enough time between the moment the PC recongizes the FN + CTRL + F10 command and the moment where it's like "Okay restart".

Tried booting from a Disc, from a USB but my PC's igorning them entirely even after changing the settings in my BIOS. (Fuck You Dell). Anyone have any idea what I should do; if there's no fix I'll just buy a new one...after whoring myself out since I have no job.

Can't get anything done. Thank god I backed up all my projects onto Dropbox otherwise I'd have to write all that code again..

I don't really know what the problem would be or have a fix for it but maybe booting it in safe mode with networking would be something.
Hit ctrl + alt + delete then on the bottom right of the screen click the right button. Now hold down the shift key as you press the restart button. Click "Troubleshoot" then "Advanced Options" then "Startup Settings" then hit the restart button and then hit the F5 key.

For what it's worth, windows 10 doesn't automatically delete the last OS, it's stored under 'previous operating systems', so perhaps restoring back to that might help a bit?
