Windows 8.1 is great. When you download Google Chrome it is set to launch as an app by default. Not all programs do this, so it's not Microsoft's fault. To change it go into menu and click (or tap) Relaunch Chrome in Window(?) mode or something like that. Very easy fix. The app mode isn't that bad though...

BTW most programs you will download will not allow to be launched into app mode so again, not Microsoft's fault. They just offer the opportunity for developers to make programs like this.

You could also use Stardock to run Metro apps in windows.
