I looked and could be wrong on both, but I looked for a similar topic as well as any links to what Software this used, but to no avail.
Does anyone know what Software this BBS uses, and if there is a free version for download anywhere?

Kareha. Wakaba is its brother.
The difference is that Kareha doesn't use any SQL for databases.
It's very sloppy, but light weight.
