If it were seriously as easy as asking someone how to do it on a random website, internet security wouldn't even be a plausible concept.
You would need remote access to their computer, and an IP address is definitely not enough for that. If you're talking about willingly, you'd need to set up a remote connection between the two computers (I'm sure you can find a tutorial for that online, it's a default windows function), and it would have to be turned on and online for you to access it at any given time.
Unwillingly though? You should probably start with making a better attempt at learning how the process even begins.
