So MaiOtaku.com is run by a cut throat who has attacked OtakuCrush and several other competing websites, trying to monopolize the market. I traced his IP on a website which I am part of that criticized him, and was attacked in retaliation. I'm calling on any hackers here to begin an operation to bring him down.

The title of your thread had me confused, a site that is run via distributed denial of service? I assume you mean that the site is run by a guy that uses DDoS for his goals.
Seems like a small site, why not just crash him the same way? Or use a domain search to find who he is and just ruin his RL. you don't need 'hackers' for this.
