Okay, so I haven't synced my iPod to my library in a few months because of life issues and didn't have a chance to.
Now, I tried to sync them and all my songs and apps refuse to appear in my library and it claims that my iPod has been synced with another library (which doesn't exist). It won't take the stuff off my iPod and bring it into my library, but keeps trying to erase my iPod and put the two songs it registers in my library onto my ipod.

I'm fine with regathering my songs, but the apps I paid so much money for, I'd rather not rebuy. I just got an iPhone and wanted to transfer everything over, but I can't sync it because there's nothing in my library to bring over! It says I have all the data on my iPod, but when I sync it, nothing transfers.

My question is, how do I bring my apps and songs from my iPod to my iTunes library?

I'd call Apple, but according to their online help section, I'd have to pay in order to even talk to anybody about this problem and get answers. My iPod touch was my first iPod, and I kinda suck at iTunes, so if this problem happens often, please bear with me, because I've googled the hell out of this and couldn't find the answer.

You connect it to a computer. Go into it, directly, and copy every file over onto your computer, then import everything over into Itunes.

How exactly do I do that? Like, directly go into the iPod?

It's the same as going into a Flash Drive.

Actually, you don't have to pay to talk to the Apple people. I needed help working my new iPhone, so i called them the other day. Just call them and they'll be able to help you; its completely free :D

Pointless. I just explained to this person what they need to do.
I know because I had the same problem, and fixed it.

The only folder I can get into is the photos folder though. No other folder appears. All the apps and music are still there, but only my photos show up on my computer when I connect it like you said.

Nevermind, I can redownload the apps, there's a purchased section in iTunes, and I'm just gonna find and redownload all my songs again.
