I'd like to know if there is any way to create and publish on the web, completely free, a website, is there anyone who knows how, I keep getting into dead ends, I'd appreciate it if someone could help. I know this is probablly a stupid thing to ask, so sorry to anyone who is actually knowlegable in this area.

Huh? If it's about making websites, there's a lot of sites out there that allow you to make one for free. A quick Google search will find you many, but the one I've ever used is Weebly.

If you wanna make a forum, you have Zetaboards. If you wanna make a blog, you have Tumblr and Blogspot.

I don't understand how you could reach a dead end when there's a lot of options out there, unless, of course, you have very specific preferences you want fulfilled.
