So i need a program or something to be able to animate for my anime project...so can you give me sugestions on programs that i can use for animating?

Well, there are more expensive programs like Flash and TVPaint. There is also Paint, Pixel, Photoshop CS4 (I think), and Anime Studio.
It depends if you have a Mac or Windows. There are more programs for Windows. Also, have a flip through these programs, some programs are better for some people than for others. It's all about what you feel comfortable with.

Blender, nuff said.

Yeah blender is pretty good and it's free too. can't beat that.
