Who do you guys think made the website for the dollars? Like did someone who know programing who likes Durarara make it or did the creators of the anime make it for the fans who wanted to join the dollars.

Altair made this website, he was just a fan of the show and wanted to make it.

It was actually made by Altair AND Sirius, but Sirius turned against Altair because he sees the potential of Dollars becoming a communication platform for an illegal business he owned and wanted this place to be it instead of a mere fansite we all knew today. Altair didn't want that so Sirius was banned in the end, he was never seen again. If you ask me, he probably went off to the deepweb, its more secure down there either way.
