I'm 93% sure you can either use the link from the URL area or there might be a link in the settings somewhere you can share with them. If you have particular people in mind you can send the link to them however, but random people can't get into the chat without a link
Hopefully that answered your question and if not maybe someone in the chats could answer it better?
