Please please PLEASE do not use wraps. I understand the dysphoria, I've been there, but those can do some serious long term damage and could cause you to get turned down for top surgery (if you plan on getting it someday).
Sports bras are gonna be your friends here. Yes, the idea of wearing something labeled as a bra sucks, but it can help alleviate dysphoria so it's worth trying. If your chest is on the smaller side, wearing one with baggy shirts will be all you need. And if you're larger... you can wear two, one backwards and one forwards. Make sure they are properly sized (don't wear any that are too small for you!). Of course, follow normal binding rules with this method - don't wear for more than 8 hours and if it hurts, take it off. And again, baggy shirts! Layers too, if weather allows it.
If you have the money for a binder, you COULD always have a give the money to a friend and have them order it for you (they'd purchase it online and have it shipped to their house). If giving them the money all at once would raise suspicion with your parents, you can split it up and claim that you're paying them back for buying lunch or something. Actually, if you'd be able to have a friend pay, I might be able to help you out too.
