OP we can't stress this enough, the only way out is through. You either make that 911 call, or rot in that place.

This seems like an awfully concerning situation. I'd suggest doing what the guy above me suggested. If you want to get them arrested for a crime they did, then call the police. If you have information of them, their names, whatever you have, that can be used, no matter what identity they pull. You would be surprised how far a full name, a location, and relations can go to tracking people down. I don't fully understand your circumstances, so this is the best I can really say. But first, get out of whatever environment you are in currently that is causing you harm. That's all I can suggest.

I can't involve police yet cause that's a dangerous option since these people are evil family members they will do more harm to me behind closed doors because I'm the one that exposed their actions. I don't have a phone. I can't even escape the house if needed to leave the shelters dont respond also
