I would recommend finding a hobby or taking a class or something. You can typically meet people through social activities. There are also some groups for single people in different major cities (if there's a bigger city near you). Often they're just for singles/young adults who just want to do things and meet new people, but obviously you can end up meeting someone you'd be interested in.
The best thing to do is to not go "hunting" for a girlfriend. Don't go to things with the intent of finding a gf. Women pick up on this very quickly and get creeped out. The ones that don't usually just want a hook-up, which, from my understanding is not something you're looking for.
Dating apps get a bad rap, but several of my close friends found people on dating apps who they've now been with for years and in some cases are getting married to. So, don't feel like you're lesser or whatever for using one.
Also, women find men who have goals and are motivated attractive. You don't have to have the ideal stable job, fancy car, house, etc. Just at least have some goal that you're passionate about and actively working toward.
