How to evict roommate/tenant (2)

Note that this is more of a rant than an advise-seeking post, although I do want some advise. And warning, this is about pests.

I (or my parents, rather) own my place and have been living alone for a year and a half. My place is relatively clean, and the only issue is the ants which came from outside/neighbor, whereas the cause for the initial ant infestation was a biscuit wrapper my mom carelessly didn't dispose of properly. (One day when I went home, ants were going in my room towards the wrapper).

On the other hand (a bit segue), my sister also owns (rather, our parents) her own condo room. There, she has tenants/roommates living with her. And for one reason or another, her place is infested with roaches (she said it was from the neighboring room, but then again, her place isn't quite clean...).

Due to work displacement, one of her tenants keep going home late (~3am) and goes to work early in the morning (~7am). And because the tenant's workplace is now nearer to where I stay (my and my sis' condos are in different cities), my sister begged me to allow the tenant to room with me... annoyingly so because she bugged me everyday about it and guilt tripped me to let the tenant move in earlier than possible -I was in my hometown then and was about to return a week later, but my sister kept persuading me to let the tenant move in without me being able to assist her or even talk to her about general house rules.

And I feeling guilty that I seemed selfish not to let the tenant move in, finally agreed. So I wasn't able to assist the tenant nor talk to her about general house rules. And I cannot do so anymore because our schedules are mismatched.

On the first day I moved back in, I saw one roach (and killed it ofc). I let it be, hoping that it's the only one (damn mistake). Afterwards, however, I still saw some roaches. And today, the food I left on the table (it's in a take-out container), just got roached, so I'm really pissed off both at the tenant and at my sister.

I still haven't talked about the roach issue to the tenant since I haven't seen her at all (aside from when she's still sleeping when I leave). That said, she isn't really unsanitary, so I'm guessing she accidentally brought in a roach/roach egg from when she moved out of my sister's place.

I really want to evict her for the roach issue, although I'm feeling guilty that she's going to have a hard time travelling to and from work again if she's going to return to my sister's place*. Plus, I don't think evicting her would really resolve the roach issue.

*Her rent is very low**. It's only Php 3000 when the common rent for a condo is Php 15000. And for other places aside from a condo, rent commonly costs Php 5000 at minimum. So, I highly doubt she'd choose somewhere else to rent if she gets evicted

**My sister rented her place out at a very cheap price and she's the one that told the tenant that rent at my place is the same, without even consulting with me or our parents.

First of all, you didn't need to accept the tenant in the first place, it wasn't really your problem, but now that she is living with you...

Hey, do you really not have a way to communicate with her? No way to text her, something? How about try to leave a note, saying you'll need to find a time to talk to her?

And about the roach infection, how about try calling someone? Like you said, its probably not even really her fault. So try calling those people who deal with bug infestation?

What is your sister's deal though...
