You shouldn't try to push the decision onto others... You probably know the consequences of both of the options you suggested. One tip I can give you is to at least figure out her sexuality and if she is a homophobe before you confess. You should also think about whether you are ok with just being her friend.

Be upfront about this. Say to her something like, "This is really random, but I think it's important for you to know. I'm a lesbian and am interested in you. If you're not up for it, then we can just be friends like before". She may be willing to experiment or is bi.
Because what if you start accidentally giving off signals before being able to talk it out with her?
And to add to what Akako said, if she's a homophobe then I don't think you should be friends with her if she doesn't support you all the way.

I had a longer comment but it got deleted so the shorter version is, I would wait until he leaves and then give her some time to recuperate so she isnt in the middle of dealing with him leaveing that or before he goes but i think your chances are better if u wait. I've been in almost this exact same situation so i understand. The girl and I are still best friends even if we didnt work out romantically. The key in whatever you decide is honesty and communication.Just talk to her about it. Talking about things that you feel and whats going on and any possible misunderstandings fixes 90% of things. Do not asume, ask and talk it out.
