In short, I recently found out that a friend of mine has been abused by her father, and obviously that's not okay, so she made a post on Tumblr with a recording of her father beating her sister with a metal broom and we need to get attention because the last time she tried getting help from the police, it backfired and she isn't able to get a hold of child services. Texas's protective services (DFPS)'s domestic abuse hotline has an online site that she can report through if she can't get access to a phone:

If she gets access to a phone, the hotline number is 1-800-252-5400.

If they turn her down, she might want to try getting a counselor to help at the Texas youth hotline, which is 1-800-989-6884.

Note that the DFPS is much better suited for these types of situations than the police, and if Texas has the same laws as my area, protective services will be required to perform an investigation if she claims there is abuse in the household.
