I suggest you google how to create a storyline, plot, etc. It sounds ridiculous but there are several helpful websites out there. The internet is amazing nowadays

Create an idea and think about what you are into most of all. I always start with the genre. Horror? Slice of life? Romance? With a base you can get very creative.

First, I think he should do a manga first. Anime takes A LOT of money and time to produce, and if it fails, it would cause a huge negative impact. Manga can be drawn and produced cheaper and faster, and it can be like a "test-the-waters" strategy. Your friend can get the idea out first, and if it is popular, he/she can invest in making an anime. Looking forward to one though.

First of all don't you have to be in Japan for it to technically be an anime? If you're not then I think it would just be a cartoon drawn or animated in that style. Anywhoooo you're friend should have a unique storyline because these days there's just so many it's almost hard coming up with one since there's always someone who has/had the same idea as you. Their characters should also have unique personalities and life stories unless they're trying to make a stereotypical anime. Hmm another thing is that your friend should be prepared for failure because its not always perfect the first time and doing something like this must be very stressful because there will be times where they're not satisfied with something in their story and will repeatedly change it (not that it will particularly happen to your friend) but just in case it does they should have a plan B. haha sorry I'm not very good at this :p

Firstly, do you all have the necessary skillsets? If you don't, I think you should recruit people who do.

Besides that, I guess the basic stuff will do (e.g. character design, storyboard, etc).
