Here’s the deal,
I’ve got this roommate that’s absolutely impossible to deal with. You can’t even talk to her, she’ll start yelling and even threatens me with a knife sometimes. I’ve told the office of my building several times and even contacted the police once when it was really bad. But she flips and suddenly she’s a different person she acts kindly and says there’s no problem. So naturally I end up looking like the insane one and no one believes me. But when it’s just her and I she’s wicked. I really need some help/advice. She owes me a lot of money for the power bill but I’m worried she’ll stab me while I try and ask for it.
What do you think the best corse of action would be for dealing with this?

I think you need a new roommate.
Record her for evidence and present it to whatever administration. This can't just be any small recording. Gather them over time and present the best. Get her violent and threatening behavioral episodes.

If you have documentation about her owing money, take her to court near after.

The evidence/court way is not the main solution to tackle problems. But first, if you think you're in danger, just flee the place.

After, if you have records that she owes you a lot of money, just end the flat sharing as soon as possible and date her in a pub to request your money.
Then, iff she refuses, sue her.

Also, be careful with spying her, that could turn against you.

Actually, don't spy her !
If she's as you wrote, she could discover the cameras and say everywhere that you're the insane, or sue you.

Get her appointment before installing any CCTV system.

The main problem is she owes me cash so there's not really any official records other than my hand written receipts.

Maybe threaten her back? And do the innocent act? You should probably make her feel uncomfortable by talking about the cash that she owes you 24/7

Well I recommend two solutions.

1) Unless you hate her you could try to befriend her and talk to her a forget about the money till later. You could even try to tell her that you don't need the money right away and she can pay whenever she's ready. Be sincere and tell her you don't wanna piss her off and ask her whats up mentioning if she doesnt wanna say anything she doesnt have to.

2) Hide all kinds of weapons including something she may have in her pocket or bag etc. Be firm and angry yourself and ask her for your money and if she goes physical dont hit her obviously but you should be able grab her hands so she doesnt do anything unless shes like an olympic athlete :D

I recommend solution 1 but its important to come off as chill make it impossible for her to get pissed off. Make her a hot chocolate or something just make sure its not too hot or she'll throw it on you xD WARNING she could just have mental issues and be unstable so whatever you do might have no effect if she has something like paranoia etc.

Wait, the money is actually NOT there??? Tell her that if you don't give you the money in person, something bad (like a law sue) will happen. If your even close to being her friend, take her to a psychiatrist.
You should also try to keep your actions consistent, and not take every single piece of advice on this page, otherwise she might think you're even weirder than she is.

I went by the apartment today and all the money was there where she said it would be. The whole place was absolutely trashed though. But she did pay me in full, so I guess I'll have to let that one go...

Record her while she's in her 'wild' mode, use it as a proof against her.
