Not too hard, you just need to think about it. Typical day has 24 24 hours. The clock starts at 00:00 (midnight) and moves throughout the day. When it starts to become different from AM/PM time is 13:00, which equals 1:00pm. The clock goes all the way to 23:59, and then resets back to 00:00, starting a new day. It's the literal hour of the day.
After you get used to it, it clarifies some time keeping issues. For example, if I wanted to meet up with a friend of mine at 8pm tomorrow evening, 20:00 doesn't make it more confusing as to when precisely you're meeting. Good luck to you!
