i think its fine but like you sed it is frowned upon as long as you don't go after girls that are 15 and lower then it is not good

I think it's perfectly fine if she's consenting, tbh. But the law thinks otherwise. Check the consent age in your state to make sure that you can't get in trouble for doing anything with them.
