Your friend shouldn't flirt with him and if he flirts with her,she should tell him to stop ang break up with his girlfriend first because he will get her in trouble if he doesn't.That's all I'm sayin'.

I reckon your friend should ask him whether or not he wants to start dating her or continue with his girlfriend and make sure he's certain about it. That is, if your friend wants a relationship that extends beyond friendship.
If it turns out he wants to stay with his girlfriend, then your friend should ask him to stop flirting with her. I recommend that you then help her to move on.
If he wants to be with your friend instead, he should at the very least, tell his girlfreind he wants to end things before he does anything else.
Em...according you description,I think the boy is selfish and not a good guy.If i were you , i will advise the girl stop liking him and analyze the reasons.
