>>1 It all depends on how old you are. If you are rather young and your family is willing to help pay, you should go to college. However, if you're out of the house already trying to make ends meet and really don't want all the overhead of college tuition, I can give you a few suggestions.
It is common that most areas have small classes set up for various fields, including the creating of a small business. Sometimes they are free, sometimes they can go up to 500 USD or more. You really have to take one of these classes to get an idea of what you're doing.
As for small business/shop ideas, that's up to you, but do something reasonable. Don't have a jewelry store full of mass produced 2 USD items made in China. I suggest doing something original but easy. Since it's your first time and you probably won't have a lot of money to start out, don't go anywhere near the food industry. Get any ideas you have about a resturaunt, fish store, deli, grocery store, et cetera out of your head. [Things like coffee, candy, and spices are alright, but they're not exactly things most people have a whole store for. /coughexceptforuscough] You might want to also stay away from selling antiques or musical instruments. Aside from that, though, just come up with an idea and work it out with people you know. Once you get a name, register the name, buy your place, advertise, buy your merchandise, and get started.
I highly suggest going to college, but if that's impossible, trust me when I say that there are classes somewhere near you for these types of things.
