I have never had any sort of relationship and every time I have liked a girl ether she had a boy friend or I was to much of a coward to ask her out now there is a girl I like and I think she is single but I'm not sure and I think she might like me if she got to know me but being a coward I hardly ever talk to her please what do I do

Aside from taking the advice from those who will most likely comment, try asking siblings, whether its cousins, sisters, brothers, brothers from other mothers, etc. They can be more help then you think, you just have to allow it.
SIDE NOTE:
Do you actually know her, like are you her friend and do you hang out outside of classes/lunch, or do you only kinda sorta talk to her every once in a while with conversations that are more small talk then anything else.
IF SO:
do not put a huge amount of effort, sure put in effort, but dont go above n beyond, all it will end up causing is heartache

I think... first, try to know her better. After that you can try to talk to her about the things that she have interest in. Just try to be brave, you can do it. @_@ Because, if you don't it'll end up the same...
That's why just try, if you can talk to her, she will notice you after some time. Don't be afraid of what she would think. It won't end up useless, I think, if you try. xP

Try talking to her, get to now her.
You could try a get together inviting her and some other friends, so then you won't be so scared to talk to her since there will be other people there with you, once you talk to her a bit maybe you could get one of you friends who is a girl to ask if she is going out with someone, if not then ask her out.
The worst she can do is say no.
Sorry if this doesn't help, since I haven't really been in that many relationships.
Also one more piece of advice from a woman: DON'T ask her through text message and DON'T get someone else to ask her for you, man up :)
