The U.S.-led military coalition in the region said approximately 14 rockets were fired toward the city of Erbil on Monday, with three hitting the key air base used by the U.S. military in its campaign against Islamic State. A civilian U.S. contractor who was a Filipino national was killed and nine others were injured.
Several other rockets landed in residential areas of the city, the capital of the Kurdistan Region of Iraq, including one close to the Chinese Consulate.
An Iranian-backed Shia militant group called Awliya al Dam (The Guardians of the Blood Brigade) claimed responsibility for the attack in a statement but did not provide evidence of its role in the incident. The group had also claimed responsibility for the other small attacks targeting US troops in areas near Baghdad and northern Iraq in August.
Dr Michael Knights, an expert on Iraq and Iran at the Washington Institute, said that he doubt the action was conceived by the Iranians to test Biden's administration. Although now, it has the effect of being a test either way because everyone is currently looking at the administration.
