Hi! I am Russian. Sorry for bad english. Today saw strange people in Moscow, who were dressed in white. They carried a large black bag. I wanted to photograph them, but they saw me and I was scared. Someone knows what they could do? Maybe somebody saw something like that or know what it could be? I hope that someone understood me.

Well I guess it isn't big deal because there are lots and lots of people who are "strange". Really not big deal. I understand that you are bit curious and suspicious about this but first of all, if you don't have evidence or even certain location then there is nothing what we can do.
