It might be true or it might be a trap. In any case, its the choice of Malaysian living in that area to choose to move away for a short period of time or risk a 50-50% chance of a suicide bomber appearing.
I may be thinking too much but if it is a trap to act as a decoy like making them focus a lot of KL so that certain places would be neglected. They might attack places like the water dams or power plants that are not near KL... depending on the deployment of security
