Well Major Cities are something that is the best to Attack at first but at the same time the Hardest to accomplish. Major Cities with big populations are easier Targets and make also more of an Uproar than a small village in the middle of nowhere.
Equally as bad but the Impact is alot greater in a Major City

They cant just go for major cites, they need a base to lie low, witch are going to be in small towns.

As far as I know, only major cities were hiterto targeted.

ISIS aren't actually committing these atrocities in major cities such as Paris, they're just individuals acting on their own. ISIS then just claims it to be them, creates fear I suppose.
