I think this law is about where you can feed them, and not that you can, but that is irrelevant because eventually they'll make enough additions to it that you can't feed them anywhere. Also in the video was an apparent law about making sleeping in your car illegal?
I think the real problem here is no one gives a shit about homeless people enough to think of any decent solution to the problem and just treats them like inhuman scum. When viewed from this mindset, I think it makes sense why there are so many laws against any given thing homeless people want to do (like, I don't know, eating, sleeping, having shelter, surviving, etc.). If you are scared shitless of a group of people, strangling them with a good number of laws would be an effective way of avoiding any effort associated with thinking intelligently.
And this is not even considering the police officers that go along with this bullshit. Not one person stopped and just said, "Hey guys, we're arresting a guy for feeding people who have no food! This is bullshit!".

Right now in my country it's even worse. The autocratic scum is even passing a bill so they can arrest them and bring them to jail because staying out at certain places. So there's a certain group of people that some way or another can't make an existence, so the answer is to arrest people who try to help them, or arrest them directly (like here). Great problem solving. #sarcasm I mean it's not as if the homeless guy could have been long fed out of the money they pay the police for their great work and out of the money the old man has to pay as a fine in the first place to solve this human problem...No that would be too easy, let's arrest someone first, waste the resources, and get them to pay for the government or at least implement them in the local jail system... *clap*clap*clap*
