I remind you, the only reason you have modern computers is because someone invented RADAR. I also don't think the applications for ion thrusters stops at spaceships. Most of the benefit we would get from a space race isn't from the planets, but from the race itself.
Every $1 investment in NASA statistically returns $8. That is not from the moon or Mars, but from technology being created for spaceships that has applications outside of spaceships. So, it isn't money being lost, it's money being invested. This could be a very big benefit.
