If this policy were to go in place, we would really have an over crowded foster system. We'd run out of place to stick kids. That brings up another issue, this policy would probably be the same for foster parents. I know of some foster parents that foster 5 or 6 middle/high schoolers, so even the large foster homes would become smaller and we'd have one less place to put these kids.
I'm also assuming orphanages would become a norm and those may be less appealing than foster care or a couple with 5 children.
