Isn't the point of the Dollars not having a leader. Not telling what to do. Having no rules. So what's the point of missions.

They're really more like suggestions no one has to follow them if they don't want to or if they Don't agree with it. There are still no rules, and no leader. As seen in Drrr, the dollars' purpose is to do good things therefore we have missions.
