People don't come flocking if there aren't anything interesting happening, more importantly, talking.
You can only see activity on the site if people are talking, after all. So if they don't have anything relevant to talk about here, why would they even start one in the first place? There are other places better than here to engage in a discussion, so really, the only way to keep them anchored here is by turning this place into a better discussion centre than the other available alternatives.
It takes much more than just gathering people to make a self-sustaining community, even Youtubers gotta keep their content fresh and follow the latest trend to keep their subscriber from drifting off to other contents.
