You can't revive something that of which is not dead yet, which in the more fundamental sense meant that you are not satisfied by how the forum is living its life right now.
You could however, theoretically mold it into something you wished it to be. Keep in mind however that there are also other members who are also trying to mold this site into something they envisioned, which might differ from what you're wishing it to be.
So to summarize, we're not dead. We're merely dormant, thus that goal of yours is entirely wrong. The right question would be "What do you want, what do you expect from this site?" If you managed to figure that out, then its all just the matter of connecting the dots and figuring out the steps to achieve them.
