Hmm, I'm not sure either. This is your typical anonymous forum site, its a pretty old system as it was what most community sites from the late 90s to early 2000s looked like.
I think its a place to hang around, though some people are really generous, kind, and they want to make the world a better place. That would be centralized on Mission board, you can read more about it over there.
As for the entire site, it was made to look like a certain website from an anime series. But that doesn't mean we only talk about anime, in fact we rarely talk about it here. But you can always go to Animation board if you were enthusiastic to talk about a new anime releasing this season you were excited about. Though, most of us now reside on Random board. Drop a hi on RTT if you ever visited that board would you? Might take some time before someone replied to you, but I can assure you that most regulars are lurking there.
