I'm new to this site, just discovered it about five minutes ago, actually. Was this site created after the light novels/manga/anime (Durarara!!, obviously)? I was just wondering anyway. It looks interesting as far as I can tell. (Though I do wonder what kind of site this is exactly..)

Hello there! Yes, actually it is based on Durarara!! and it was a fan group, but now it became quite serious about all the things that Dollars do. We are the international organization right now, and Dollars are spreading so fast.
